(July 23 - August 21, 2006) The "Poverty Alleviation through Education Project" is designed for American and Chinese university students who will live and work together while launching a new service-learning program that will deliver educational resources to the poorest regions of China. The program will provide American and Chinese students an opportunity to learn about each other's cultures while working with
e-learning community centers to mitigate rural poverty. Part 4: Scaling up Program Our Experience Partnership: the government can play an impor tant role in EAPP; Capacity building: DLCs must be sustainable; Technologies adapted to poverty-stricken areas should be balanced with learning resources; Scaling up this project must combine the rural
economic development; Appropriate F2F tutorship is needed. Innovations Alleviate poverty model in China: delivery knowledge by using ICT and higher education involve; University students and teachers have been educated in this project; To develop the rural area economy by improving the local human recourse. Around 1,000 university students from SinoAmerican will involve this project every year. Conclusions
The economy in China is developing very fast creating a growing gap between the rich and the poor. Tsinghua University believes that this is a global issue, as well as a national one. The university has decided to t ry to become a model in developing some ways for pove rty alleviation. In the past in China, it would have been difficult for a u niversity to undertake such a challenge, but now ICT is a big help. Using ICT, our professors can deliver via sat ellite or Internet a very high quality educational resourc e to the rural people. From our three-year pilot project, we have learned that this is an effective model to upgrade rural education.
